尊敬的徐校长，女士们、先生们，

我感到非常荣幸被邀请到这里。首先，请允许我代表所有出席这个庆典的外国客人，祝贺你们大学的50周年纪念日。

正如我们所知，在过去的50年中，你们大学在中国培养法学人才方面取得了很大成就，我们都知道，你们大学逐渐成为政治科学和法学教育的中心。你们大学的若干资深教授在立法领域扮演了重要的角色。所有我们这些外国的大学和研究机构都与你们大学建立了各种合作关系。这些展示了你们大学在国际流领域做了许多工作并赢得了良好的声誉。我们预示你们大学在不远的将来不但是中国，乃至于世界在法律和政治科学教育方面都将扮演越来越重要的角色。我们外国（或你们可能称作“西方”）的大学和学院都非常感兴趣与你们大学合作。在这里我愿意利用这个机会提一下，我们弗莱堡大学确实感到非常荣幸成为在你们大学即将成立的中德法学院的德国大学中的主要合作伙伴。 我们将共同实施你们的国家主席江泽民上月在我国访问中提到的建立法制国家的政府项目。我们期待着这一合作项目。我相信，其它的大学和研究机构也渴望进一步发展与你们的合作。

我愿意代表所有参加这次庆典的外国朋友感谢你们的邀请。请接受我们最好的祝福，祝愿你们所有的庆典活动成功。

Your honour President Xu, Ladies and Gentlemen,

It is my great pleasure to be invited here. Firstly, please allow me on behalf of all foreign guests who are attending this ceremony to congratulate your University to its 50th anniversary.

As we know, during last 50 years your University has made that your University gradually has become an education center for political science and law. Quite a few of your senior professors have played an important role in the legislative area. All of us, foreign universities and research institutions, have cooperation or links with your university. This shows that your university has done a lot in the field of international exchange and earned a good reputation therefrom. We foresee that your University will play an even more important role in education of law and political science in China even among worldwide community in the near future. Our foreign ( or you may say “western”) universities and institutions are very interested in cooperating with your university. I would like to take this opportunity to mention here, that Freiburg University feels very honoured indeed to become the main partner in our country to set up the Sino-German Law Institute at your University in order to carry out the governmental project on rule of law which President Jiang, Ze Min had mentioned again during his visit in Germany last month. We are looking forward to this cooperation. I believe that other universities and institutions would also like to make further development in the cooperation with your university.
